What you'll do:

In this role, you will help shape and strengthen the policies, guidance, and agreements that support technology transfer across the U.S. Navy. You'll translate complex federal and DoW technology transfer requirements into clear, practical guidance that enables research organizations to move technologies from the laboratory toward real-world applications efficiently and responsibly. You'll work closely with technology transfer professionals, legal and intellectual property counsel, security and contracting teams, and laboratory leadership to develop and maintain the policies and tools that enable effective technology transfer.

Key responsibilities include:

  • Draft and update technology transfer policies, instructions, guidance memoranda, handbooks, and manuals, including SECNAVINST requirements, and provide formal recommendations for interim policy guidance as needed.
  • Develop and maintain standard technology transfer agreement templates, including CRADAs, patent licenses, education partnership agreements, material transfer agreements, commercial test agreements, and NDAs.
  • Monitor changes to federal technology transfer statutes, DoW policies, and SECNAV guidance and translate requirements into clear, actionable guidance.
  • Coordinate policy development and implementation across legal and intellectual property counsel, security, contracting, and laboratory stakeholders.
  • Assess the impact of policy changes on agreement templates, procedures, training materials, and forms, and identify opportunities to streamline technology transfer processes while maintaining compliance.
  • Provide policy interpretation and support technology transfer reporting, data calls, oversight activities, and audit responses.

What success looks like:

  • Technology transfer policies, handbooks, manuals, and agreement templates are kept current, accurate, and aligned with applicable requirements (SECNAVINST).
  • High-quality drafts are delivered on time and require minimal revisions during PMO review.
  • Policy and guidance updates are clear, practical, and support consistent implementation with agreed upon milestones.

Successful candidates will have the following qualifications:

  • 7+ years of experience in DoW, Navy, or federal technology transfer programs, policy, or a closely related environment.
  • Experience drafting, reviewing, or negotiating technology transfer agreements, including CRADAs and patent license agreements.
  • Experience developing or maintaining technology transfer policies, handbooks, agreement templates, or standard operating procedures, with familiarity with federal technology transfer statutes, DoW policy, or SECNAV guidance.
  • Strong policy and technical writing skills, with the ability to translate complex regulatory, policy, and technical requirements into clear, actionable guidance.
  • Experience working across organizations and diverse stakeholder groups, particularly in environments where collaboration and influence are essential.
  • Experience as a Navy or DoW Office of Research and Technology Applications (ORTA) professional or within a DoW technology transfer program office is a plus.
  • A bachelor's degree is required; a JD, MPP, or relevant graduate degree is a plus.
  • Experience working at the intersection of technology transfer, intellectual property, research, and federal policy is a plus.
  • U.S. citizenship required; an active or transferable security clearance is a plus.

Compensation:

  • Base salary range: $112-130k
    • The salary range listed for this position is based on market data and internal compensation structure. The final compensation package will be determined based on a variety of factors including, but not limited to, relevant experience, skills and education. This range is not a guarantee of compensation, and offers may fall outside this range in exceptional cases.
  • In addition to the base salary, compensation includes performance based bonus (OTE)
